Discuss second sale of Certificates of Obligation on Sanitary Sewer Project with Financial Advisor and take any necessary action Consider assignment of ground lease agreement and purchase of tenants assets as requested by SBA and take any necessary action Receive recommendations and consider award of bid based on unit prices for the 2008 Street Improvement Project Consider a request from the Yoakum Area Chamber of Commerce for the closing of certain streets for the 80th Annual Tom Tom Festival Consider adopting a revised Technology Plan for the Carl & Mary Welhausen Library as recommended by the Library Board Consider the appointment of members of the Parks and Recreation Advisory Board for two-year terms Consider authorizing the City Manager to sell certain City surplus equipment 10.  CITY MANAGER’S REPORT Report status of Yoakum Street Elevated Storage Tank Project Receive a report/update on the Sanitary Sewer Project – Year 1 Receive a report on the development of a barrier fence for Front Street Railroad Parka.  11.  EXECUTIVE SESSION –Closed to the Public The Council reserves the right to convene into Executive Session at any time during the meeting regarding any agenda item in compliance with and allowed by the Open Meetings Act, Chapter 551 Government Code, Vernon’s Texas Code, Annotated (V.T.C.A.).  The following items will be discussed in closed session: 1) Deliberate the purchase, exchange, lease, or value of real property  (V.T.C.A., Gov.
