USED/SURPLUS EQUIPMENT BID NOTICE

The City of Yoakum utilizes a web-based system for surplus equipment in an effort to streamline
the bidding process. Bids may be submitted online by visiting
www.govdeals.com/cityofyoakum.

Surplus equipment may be placed on the site periodically, and may be viewed and bid on by the
public at any time on an auction-basis.  Surplus items not placed on the GovDeals.com website
will be published in the newspaper and notices sent via U.S. Postal service to those bidders on
the City’s bidders list as outlined by State statutes.

We encourage you to visit the website often to view any newly listed items up for bid.  All items
shall be sold “as is”.  Sales tax will be added to the bid amount at the time of payment on all
items other than vehicles.  

The City of Yoakum reserves the right to reject any or all bids and to waive any irregularities.  
Successful bidders are expected to honor the submitted bid amount.

2021 Street Light Replacement/Upgrade Project & Pole Replacement Project
With Addendums
REQUEST FOR PROPOSAL

The City of Yoakum is accepting sealed proposals for street light replacement and upgrade to
LED lamps and bulbs. All street lights subject to replacement are located within the City limits of
Yoakum.  Simultaneously, the City will be accepting sealed proposals for the 2021 Electric
System Distribution Improvement project for the replacement of certain utility poles.

Sealed proposals will be received by the City Clerk at Yoakum City Hall, 808 US HWY 77-A
South, PO Box 738, Yoakum, Texas 77995, until 3:00 P.M., Thursday, February 4, 2021 at
which time proposals will be publicly opened, tabulated, and may be referred to the City Council
for consideration at their meeting to be held on February 9, 2021. Bid envelopes should be
clearly marked “2021 Street Light Replacement/Upgrade Project & Pole Replacement Project.”
Any proposal received after the stated date and time will not be considered.

The Information for Bidders, Form of Bid, Form of Contract, Specifications, and Forms of Bid
Bond, Performance and Payment Bond, and other contract documents will be available for
examination beginning January 20, 2021 at the Yoakum City Hall. Copies may be obtained from
the office of the City Clerk, City Hall, 808 S. Hwy 77-A, PO Box 738, Yoakum, Texas 77995.  No
bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.

The City of Yoakum reserves the right to reject any or all bids, to waive any informalities in
bidding and to accept the bid or bids deemed most advantageous to the City.

Yoakum 2020 Sidewalk Improvements, TxCDBG Contract No. 7219312
ADVERTISEMENT AND INVITATION FOR BIDS

Sealed proposal addressed to City Mayor, City of Yoakum, 808 US Highway 77A South,
Yoakum, Texas 77995, will be received at the City Hall until 3:00 PM on February 25, 2021
(CDST), for construction of the Yoakum 2020 Sidewalk Improvements, TxCDBG Contract No.
7219312, at which time and place will be publicly opened and read aloud.  Any bid received
after closing time will be returned unopened.  Bids are invited for several items and quantities of
work as follows:

Principal items of construction include sidewalk improvements, concrete curb and gutter,
sidewalk ramps, driveways, sidewalk drains, 6” waterline relocations, fire hydrant relocations,
install sewer clean out and 6” lateral, remove and replace asphalt paving, pavement markings,
and all necessary appurtenances.

Bidders shall submit a bid bond by an acceptable surety in the amount of five percent (5%) of
the bid issued.  A certified check or bank draft payable to the locality or negotiable U.S.
Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The successful Bidder must furnish Performance and Payments Bonds each in the amount of
100% of the contract price from an approved Surety Company holding a permit from the State
of Texas to act as Surety and acceptable according to the latest list of companies holding
certificates of authority from the Secretary of Treasury of the United States, or other Surety or
Sureties acceptable to the Owner.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-
Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture and
contained in the contract documents, must be paid on this project. In addition, the successful
bidder must ensure that employees and applicants for employment are not discriminated
against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in
excess of $100,000.00.

Plans and specifications may be examined without charge at City Hall, 808 US Highway 77A
South, Yoakum, Texas 77995. Bid Documents and Construction Drawings for the project may
be viewed and downloaded free of charge (with the option to purchase hard copies) at www.
civcastusa.com.  Bidders must register on this website in order to view and/or download
specifications, plans and other related documents for this project.  Printed copies of the
specifications and drawings may also be viewed at the Engineer’s office, TRC Engineers, Inc.,
505 East Huntland Drive, Suite 250, Austin, Texas 78752, (512) 454-8716.

Please submit questions for this project seven (7) days prior to bid opening through www.
civcastusa.com in the Q&A portal.  All addenda issued for this project will be posted on www.
civcastusa.com.  It is the responsibility of the Contractor bidding to use proper scaling, paper
width and length, etc.  Failure to do so may result in error in the Unit Bid Quantities and/or Bid
Amounts.

The City Council of the City of Yoakum reserves the right to reject any or all bids or to waive
formalities in the bidding.  Bids may be held by City of Yoakum for a period of 90 days or until a
contract is awarded, whichever occurs first, from the date of the bid opening for the purpose of
reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

Separate sealed bids for seal coating of approximately 44,287 square yards of streets in the
City of Yoakum will be received by the City Clerk at Yoakum City Hall, 808 US HWY 77-A
South, PO Box 738, Yoakum, Texas 77995, until 3:00 P.M., Thursday, February 25, 2021. Bid
envelopes should be clearly marked "2021 City of Yoakum Street Improvement Project." Said
bids will be publicly opened in the Conference Room in City Hall and read aloud. Bids will be
reviewed and presented for award to the City Council at their meeting of March 9, 2021.

The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms
of Bid Bond, Performance and Payment Bond, and other contract documents will be available
for examination beginning February 3, 2021 at the Yoakum City Hall. Copies may be obtained
from the office of the City Clerk.

Each bidder must deposit with his bid, security in the amount, form and subject to the
conditions provided in the Information for Bidders. No bidder may withdraw his bid within thirty
