ADVERTISEMENT AND INVITATION FOR BIDS

Proposals addressed to the City Clerk, City of Yoakum, 808 US Highway 77A South, Yoakum, Texas 77995, will be received at the Yoakum City Hall, until 3:00 PM on 25th July, 2024, for development of a forward-looking Comprehensive Plan that incorporates hazard mitigation plans at which time and place will be publicly opened and read aloud.  Any bid received after closing time will be returned unopened. 

This project is being supported by the 2022 Resilient Communities Program Grant through the Texas General Land Office via U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Mitigation funds (CDBG-MIT).

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas General Land Office and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City is an Equal Opportunity Employer. The City strives to attain goals for compliance with Federal Section 3 regulations by increasing opportunities for employment and contracting with Section 3 residents and businesses where feasible.

All contractors/subcontractors whose System for Award Management (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

Please submit questions for this project seven (7) days prior to bid opening by email to cityclerk@yoakumtx.gov or tbowe@cityofyoakum.org. All addenda issued for this project will be posted on www.cityofyoakum.org. 

The City reserves the right to reject any or all bids or to waive formalities in the bidding. Bids may be held by the City for a period of 90 days or until a contract is awarded, whichever occurs first, from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

USED/SURPLUS EQUIPMENT BID NOTICE

The City of Yoakum utilizes a web-based system for surplus equipment in an effort to streamline the bidding process. Bids may be submitted online by visiting www.govdeals.com/cityofyoakum.

Surplus equipment may be placed on the site periodically and may be viewed and bid on by the public at any time on an auction-basis.  Surplus items not placed on the GovDeals.com website will be published in the newspaper and notices sent via U.S. Postal service to those bidders on the City’s bidders list as outlined by State statutes.

We encourage you to visit the website often to view any newly listed items up for bid.  All items shall be sold “as is”.   Sales tax will be added to the bid amount at the time of payment on all items other than vehicles.  

The City of Yoakum reserves the right to reject any or all bids and to waive any irregularities.  Successful bidders are expected to honor the submitted bid amount.
