Fowl & Livestock:
Fowl includes chickens, turkeys, ducks, geese, peacocks, pheasants and any other member of the gallinaceous bird species or family, including but being not limited to other domesticated or wild animals.  Livestock would include a horse, mule, jack, jennet, cattle, sheep, goat, and/or swine.
Any fowl or livestock shall be declared a public nuisance and the keeping of such shall be unlawful which:

Are allowed or permitted to run at large; or By loud, unusual, or untimely crowing, cackling, honking, gobbling, or other sound, shall cause the peace and quiet of the neighborhood or the occupants of the adjacent premises to be disturbed, or which renders the enjoyment of life and property uncomfortable or interferes with public peace and comfort; or Endangers the public health or annoys neighbors by the accumulation of droppings and putrescible materials which cause foul or offensive odors; or Allows any condition causing a substantial or unreasonable interference with the use and enjoyment of one’s property.

Dogs & Cats:
A cat is defined as a domestic feline of either sex, including one neutered or sterilized.  Dogs include any domestic canine of either sex, including one neutered or sterilized.  A domestic animal shall include all species of animals commonly and universally accepted as being domesticated.
annually thereafter.Every owner of a dog or cat four (4) months of age or older shall have such animal vaccinated against rabies and It shall be unlawful for any owner to harbor any dog, cat, or other pet animal which by any sound or cry or other activity shall disturb the peace, comfort or property of the inhabitants of the neighborhood, and such disturbance is hereby declared to be a public nuisance.

Any unspayed female dog or cat in the stage of estrus (heat) shall be confined during such period of time in a house, building or secure enclosure and said area of enclosure shall be constructed that no other dog or cat may gain access to the confined animal.
Pets and domestic animals shall be prohibited from running at large.  No owner of a pet or domestic animal shall fail to keep such animal under restraint at all times.

Vicious Animals:
A vicious animal includes any animal that commits an unprovoked attack upon a person on public or private
property or in a public place. No person shall own or harbor a vicious animal within the City of Yoakum.  Such an animal shall be impounded as a public nuisance.  If impoundment of said animal running  at large cannot be made with safety to the animal control officer or other persons, the animal may be destroyed without notice to the owner or harborer.
